Objective

To support an independent federal government review into the MBR program by conducting a global scan of digital transformation programs.

Methodology

We supported an Independent Review, governed by the Department of the Treasury, to clarify and improve critical program aspects such as budget, governance, system integrations and solution architecture.

  • Phase 1: Relying on desk research and open-source intelligence methods, we leveraged primary, publicly accessible data sources to understand end-to-end registry transformation programs, including their operating models, legal transformation, cost-and-benefits synthesis, technology solutions, timelines, and impact on customer experience.

  • Phase 2: Using thematic analysis and prioritising trusted sources, we generated insights from over 100 sources. We defined a set of material attributes to enable rapid, detailed comparison between relevant global transformation programs and Australia’s experiences.

Outcome

We discovered that six countries had attempted a consolidation process similar to what was proposed under Australia's MBR program. Our data helped the Treasury compare the cost and aim of Australia's MBR program ambitions against outcomes achieved overseas to set up a consolidated registry system.

Our analysis and research conducted by partner consultancies McKinsey and Boston Consulting Group led to the decision to cease the MBR. The expected economic benefits of the program did not justify the costs revealed through the review's research.
